California, 7 other states ready for 3.3 million EVs by 2025

If these states want 3.3M Plug-In by 2025, I have a super simple plan to make that happen: 1. Raise the gas tax $0.05/gallon every month until 2025. 2. Use that money for cash-on-hoods rebates for purchases of plug ins. Money raised should be used for huge cash-on-hood rebates of at least $10K. Rebate should be based on income of the purchaser, battery pack size. The same money should also be used for grants to cover the cost of infrastructure installs, with at least half of them being fast chargers. The money could also be used for grants to buy schools fully electric busses, municipalities to have electric dump trucks, and grants for businesses to buy electric delivery trucks. When the cost of continuing to drive a gas car goes up and huge rebates/grants on cars and infrastructure, sales will take off.
