Future Fuel Economy Mandates, Part I: 54.5 mpg is going to be hard to reach

The automakers have carved so many loopholes and credits in CAFE that noone will actually have to reach 54.5 mpg. Air conditioning, footprint, flex fuel, etc. mean that the real average will be less than what counts toward CAFE In terms of cars that make the fuel economy average, a car that has a 39 mpg combined EPA rating (i.e. current Focus hybrid) rates 54 mpg unadjusted for CAFE. But because it is an average, you could reach the standard a few different ways if we altered the product mix of existing vehicles. A 63 mpg rated for CAFE Civic Hybrid allows Honda to sell another regular Civic and reach the average. A 71 MPG unadjusted rating Prius lets Toyota sell a regular gas Camry and reach the average (the Camry hybrid exceeds the standard). But a LEAF that counts as 142 mpg for CAFE lets Nissan sell almost 5 Altimas and still reach the standard... And these are all rea...
