Because David Cameron and Chris Huhne have stuck to the advice of the Committee on Climate Change in setting national carbon emissions-cuts targets, the UK now has the toughest legally-binding targets of any nation on the planet, and with them, the chance to be a leader in a job-rich green industrial revolution. But it does not yet have the policies in place to deliver on these targets.
