Beware the ideology behind localising public sector pay

In the first place, hindrance to private sector employment costs and opportunities through possible crowding-out by higher public sector wages would be removed. There is acknowledgement that the crowding out debate is contentious and the evidence mixed but the authors do not acknowledge the serious methodological flaws in many of the analyses suggesting the existence of crowding-out effects, which depend on an a priori assumption about public sector pay premia. Nor is there any consideration in the report of the alternative evidence for crowding-in effects from public sector wages and employment driving rather than impeding private sector employment and activity.
