In a move swift and resounding, the capital of Puerto Rico is saying goodbye to horse-drawn carriages. The act is immediate, as San Juan mayor Carmen Yulin Cruz Soto over the weekend signed an executive order to ban the cruel and unusual practice. The declaration was given in response to “the deplorable conditions of exploitation and mistreatment to which the horses are submitted on the streets of Old San Juan,” and for the need of “protecting the horses from the mistreatment to which they are exposed every day,” read a statement by Cruz Soto.
