Do we have a moral obligation to stop screwing up the planet?

People in other countries look at us Americans in amazement sometimes. Due to partisan politics, we have almost completely missed the green revolution. Meanwhile in England, 80 percent of the homes have been retrofitted, insulated, and made more efficient. Even China has far out-paced the US in clean energy (although they have admitted pollution problems). We waste an inordinate amount of electricity, gasoline, and water that just doesn't happen in most of the rest of the world. From a moral point of view, that's reprehensible. We're supposed to be the leaders of the world? For the first time, foreign countries are relocating offices to the US to try to get in on the market. However, the budgets for even the simplest measures - like blowing insulation in attics - have nearly dried up.
