Japan Underestimated Tsunami Risk, Report Says

A team of inspectors from the International Atomic Energy Agency says Japan failed to prepare adequate backup systems at the Fukushima Daiichi nuclear plant, Martin Fackler reports from Tokyo . The report says Japan underestimated the danger of tsunamis, and suggests that collusive ties between regulators and industry led to weak oversight.
