I agree with everything but would go a step farther and say that if we are lucky enough to get a Paris agreement with regular review and revision, then we will have a foundation or floor upon which smaller structures must be built. Smaller structures, like the U.S.-China climate agreements, would allow early-mover countries to creatively organize additional agreements to address certain issues or pursue areas of mutual interest. These structures could even include international public-private partnerships. Like the U.S.-China agreements were, “mini-multilateral” approaches would be catalytic and mutually-reinforcing for the UNFCCC process. They can be negotiated more flexibly and nimbly, be more ambitious, and be negotiated among countries with common interests. Mini-multilateral agreements could then be enshrined in the UNFCCC process during the next review period.
