Reform federal oil and gas leasing practices to improve safety monitoring, enforce environmental laws and better safeguard ecologically sensitive areas Lift liability limits so the oil company responsible for the spill is held fully accountable for the impact costs Give money from the sale of exploration leases in the Outer Continental Shelf to wildlife and environmental restoration efforts Invest in research, development and training that creates more effective spill response : better containment and skimming methods, and less use of toxic dispersants
