Yes, I am intimately familiar. Hawaii is a corner case. Small, non-interconnected grids each with a small number of aging fossil generation which have a limited ability to cycle and ramp. Also, the main issue is frequency, not voltage. Voltage concerns are a different issue and can be dealt with without using storage. Hawaii is very different than what we have on the mainland or in Europe. Look - there are 15+ GW of PV and over 27 GW of wind in German, and 3.5 GW of PV and over 20 GW of wind in Spain (the latter is a 35 GW peak grid with poor interconnection with the rest of Europe; comparable in many ways to CA but much less well interconnected). No energy storage, excepting some pumped hydro which was not installed (or currently dispatched) to manage variability. Even in Hawaii, the ramp rate control requirement has more to do with the regulatory structure and risk appet...
