A shutdown of non-essential US federal services, including the operations of the Environmental Protection Agency (EPA) and Department of Energy, was narrowly averted late on Friday night after Democrats and Republicans agreed to deep budget cuts of $38bn over the next six months. The cuts were deeper than the $33bn originally agreed by the Obama administration, but crucially the budget was finalised without the inclusion of environmental and social policy riders on which the Republican leadership had been insisting.
