The more “advanced” a society becomes, the shorter its memory:

Exactly how much “disaster memory” does it take to know that a 30-foot tsunami will breach a 12-foot sea wall? How much institutional foresight does it take to suppose that diesel generators built on ground level will fail under water? What amount of planning calls batteries with a life of eight hours a back-up plan for cooling a nuclear generator? The disaster at Fukashima is a failure of planning on the part of TEPCO and a failure of regulation by the Japanese government. The nuclear plant at Diablo Canyon, approximately 15 miles from San Diego, operated for 18 months ending last year without even a backup system in place while maintenance was performed.
