It might seem arcane, but EU debate on withholding carbon allowances could have huge impact:

EU politicians have reportedly agreed a compromise text that could see the bloc withhold carbon permits from auction in order to boost low prices. The text, which will be put forward for a vote later this month, does not specify how many permits will be held back from the next phase of the emissions trading scheme (ETS).
