Of course, there are limits to these approaches. Communities are not cohesive wholes. They are places of disagreements and disputes and care must be taken not to empower the already powerful at the expense of the marginalised. And further, there are limits to self-governance. Haringey Local Authority, which governs Tottenham, can pledge to offer jobs to young people and re-open youth services, but it can’t address the shortage of dignified and well-paid jobs caused by the decline in Britain’s manufacturing sector, nor the savage cuts to local authority funding demanded by Whitehall.
