In an article in Monday’s paper about an experiment off the central California coast, I mentioned a program introduced by the Pacific Fisheries Management Council to combat overfishing. The article noted some of the pluses and minuses of the system but said that it was accomplishing its goal of reducing bycatch , the nontargeted fish or other animals that get swept up by nets. In fact, bycatch dropped this year from roughly 15 percent of the annual catch in the fishery to roughly 1 percent, according to the National Oceanic and Atmospheric Administration’s Fisheries Service .
