Can the U.S. & Australia Slake China's Coal Thirst & Still Claim CO2 Progress?: @dotearth

Australia, like any other country, has the means to influence its domestic emissions using legislation, fiscal incentives and so forth. Those reductions translate directly reductions in global emissions. This is what Australia and other countries are expected to do as part of a global, if bottom-up climate change mitigation effort – and it is what Australia is now setting out to do, at a significant if far from overwhelming level. But Australia, like other countries, does not have the power to directly influence policy settings in other countries. If China, India and others – and indeed Germany for that matter – build extra coal fired power stations then they will find the coal to supply them in international markets. You can make an argument that Australia should not export coal on moral or ethical grounds. I think many people would subscribe to that point of view, at lea...
