Only failed bike share program in the world is Melbourne. It's also the only one put in place under a helmet law

@Brian Tourville: Not understanding the republican or tea party references. I have to agree that helmets are a necessary safety item when bike riding (I have been a registered nurse for 25 years and know the damage even a mild traumatic brain injury (mTBI) can produce)but if someone wants to be a bonehead and take the risk, be my guest. They should just make sure they have the health insurance policy they will need to cover their long term care because I, as a taxpayer, do not want to have to pay for the consequences of their risky behavior. Risk and liability should all be on them. Unfortunately, if the article has its information correct, bike share programs attract novice cyclists who are (presumably) more likely to get injured when riding. for this reason alone, I think there should be strong encouragement of helmets.
