Should businesses be forced to recycle?

Businesses could be required to sort their rubbish for recycling, composting or anaerobic digestion under a wide-ranging review of the European Union's waste laws that aims to virtually eliminate landfilling by 2020. The European Commission yesterday launched a consultation seeking to refresh three EU directives covering waste, landfill and packaging next year.
