Green banks and clean energy

We can set up state and regional green banks, and programs like cap-and-trade. But over the long term, multiple state programs aren’t as effective as single federal programs and regulations. It’s challenging to raise $100 million in private capital alone, since this creates real banking issues, such as retained capital requirements. It’s no problem to find investors who will take a 6-8% rates over 20 years on safe projects, paid through long term power purchase agreements. Green banks are designed to be low risk institutions that lend conservatively. (Editor’s note: 25 states currently offer some form of clean energy and efficiency incentives, including the Northeastern states’ RGGI, America’s first market-based greenhouse gas emissions reduction program).
