What's driving development of the tar sands forward is that it provides the greatest opportunity for creating jobs/wealth in Canada at the moment. Funding social programs such as health care requires economic growth as costs go up beyond the rate of inflation every year. While the Harper government gets a lot of bad press from environmentalists (and deservedly so!), an NDP or Liberal government would face the dilemma of either living with the consequences of having an economy generating very little new growth (and hence little new tax revenue) or promoting tar sands development as the Harper government has done. If you want to get a sense of what it is like to have very little economic growth you only have to take a look at Ontario. Growth in Ontario has been anemic since the economic crisis of 2008.
