Patrick O'Leary raises a good point. The US is, a profligate consumer of electrical power - to the extent that the majority of production could be replaced by efficiency: that's not presuming any new technology but merely bringing efficiency in-line with the best few states with a still greater upside if approaching best practice in the top few first world countries. Negawatts are not a commercially viable option from a supplier perspective - moreso than distributed generation. On the other hand, they are of great value to consumers and could greatly reduce congestion and QoS issues. Negawatts are not just the obvious reduction of load: efficiency anywhere in the system counts.
