California's Plans for Offshore Wind Run into Navy Opposition

New opposition by the Navy to the first focused area for wind power development off the coast of California could introduce a major delay for a market that already is significantly behind, not just Europe, but the U.S. East Coast. Speaking during a webcast earlier this year, Karen Douglas, Commissioner for the California Energy Commission, said that offshore developments in Southern California in the Morro Bay/Santa Barbara area — the state’s Plan A for offshore wind — likely wouldn’t begin sending power to the grid until 2025, at the earliest. If opposition to development there by the Navy isn’t settled, and the state needs to shift focus to Plan B sites, that timeline to commercial operations in California waters will be pushed much farther out.
